France’s withdrawal from hosting the 2025 tournament has thrown international rugby league into depressingly familiar chaos. The phrase one step forward, two steps back is said so often in rugby league that it can become an unofficial slogan. But last week, of all weeks, it was hard for fans of the game not to let down a direction in a sport that has so much potential on the pitch but a disappointing lack of progress off it.
For the second time in a row, the Rugby World Cup is in an existential crisis. If the decision to move the 2021 event to last fall was understandable due to the Covid-19 pandemic, then this latest setback is much more difficult to bear.
Hosting the tournament in France in 2025 was seen as a landmark moment for the international game, breaking the cycle of World Cups alternating between England and Australia and suggesting that someone, somewhere, could step out of the shadows and propel the sport into a new era.
The entry was originally awarded to the US and Canada in 2016 before that entry crashed with more answers than questions and the contestants disappeared with no explanation as to what happened. France has now cited financial pressure from its government for not participating as a host.
This means that once again – just two years before its scheduled start – rugby league’s most prestigious international tournament is falling apart. What is happening now? A hurried replacement search process in which four countries came forward: New Zealand, South Africa, Fiji and, surprisingly, Qatar.
There is already talk of curtailing the tournament just to make it a staging. The reality is that without government support, major international rugby league tournaments are not financially viable. So how is everything changing?
“Those involved in this must radically change the business model, said John Dutton, chief executive of last year’s World Cup. This needs to fundamentally change over the long term, with a focus on lowering costs in some areas and expanding opportunities in others. There is a distinct lack of finance in international rugby league, making the Gulf State an attractive option. This sport requires global participation, Dutton said.
“Strong leadership is needed and perhaps this is a reset moment for the international game to shake things up. Those in charge must stimulate new markets because the pandemic has changed the way we operate as a sport.”
A decision to replace France is expected by July. But it seems that if nothing changes outside of the Rugby World Cup, it is quite possible that rugby league will find itself in this situation again in the coming years.
Samoa star Chanel Harris-Tavita rugby league return confirmed
Samoan international Chanel Harris-Tavita will return to rugby league next season after signing a two-year deal with the New Zealand Warriors. The 24-year-old decided to take a break from the game after helping his beloved Samoa reach the Rugby World Cup final last year.

International Rugby League is often accused of rushing joint projects and lacking forward planning. Just last month, England vs Tonga’s streak for this autumn was confirmed, but there’s no word yet on what England’s calendar for next year will look like.
In fact, this three-match blockbuster, along with the European Cup, is the only confirmed end-of-season streak with no fixtures scheduled in Australia, New Zealand or Samoa yet. Smith shares this frustration, but it’s not just the meager fixture schedule that’s a problem for international play. The veteran coach also calls on the sport, mainly England, to do more to develop young players and improve athletes through the system.
Had there been a better plan and a bigger buy-in, that would have given us a better chance, but that’s the way it is, Smith added. We don’t have many nations that play at high levels. That’s part of our problem. To have a really strong international sport, you need a certain number of competitive clubs. There is such a big gap between the leading countries and the rest. This has partly changed with Tonga and Samoa, allowing those players to go back and forth with Team Australia and Kiwis or those players who choose to play for their home nation.
If it wasn’t so fluent, we would still have big gaps. We have not yet fully understood how to bridge this gap between large and small countries. We haven’t resolved this. We (England) didn’t We didn’t figure out how to be one of the biggest nations ourselves We didn’t crack that formula and it’s not just about playing regularly but also developing young players, having the right paths and the right pool size to draw from.
